With the increasing number of distribution network lines,the layout of high-altitude line crossing is inevitable,due to power outages and complex power supply processes,we adopt uninterrupted construction usually.This paper studied an arc discharge when construction operation of phases A and C of l0kV line are close to the 35kV line,meanwhile,the cross crossing of a 10kV line under a 35kV line,with no power outage on the 35kV line.Modeling and simulation are conducted under the power frequency voltage and switching overvoltage,it is found that the current flowing through the human body exceeds the safety current required by regulations,which may lead to electric shock damage or death.
