摘要

以新能源为主体的新型电力系统是促进现代电力系统低碳转型发展的重要前提与必然趋势.在新型电力系统中,新能源占比提高,非线性电力电子设备大量应用,使得电力系统的动态复杂性日益凸显.电网波形失真、可再生能源双向测量等新型运行工况对电能动态测量技术提出了更高要求.针对新型电力系统中动态电能测量面临的问题和挑战,首先分析了典型业务场景下动态电能测量技术特征与标准化需求,然后综述了动态电能信号构建、动态电能测量、动态电能测量评价等关键技术现状及其在新型电力系统场景下面临的核心问题,然后总结了动态电能测量关键技术及其标准化发展趋势,提出了新型电力系统场景下动态电能测量标准体系框架.相关研究为新型电力系统建设和动态测量技术发展及标准体系完善提供方向指引.

Abstract

The new power system with new energy as the main body is an important premise and inevitable trend to promote modern power systems'low-carbon transformation and development.In the new power system,the increasing proportion of new energy and the extensive application of nonlinear power electronic equipment make the dynamic complexity of the power system increasingly prominent.New operating conditions such as waveform distortion of the power grid and bidirectional measurement of renewable energy put forward higher requirements for dynamic measurement technology of electric energy.Aiming at the problems and challenges faced by dynamic power measurement technology in new power systems,this paper first analyzes the technical characteristics and standardization requirements of dynamic power measurement in typical business scenarios.Then,it summarizes the technology status and core problems such as dynamic power signal construction,dynamic power measurement,and dynamic power measurement evaluation faced in new power system scenarios.Then,we summarized the key technologies development trend of dynamic energy measurement and their standardization,and proposed the framework of the dynamic energy measurement standard system.The relevant research provides direction for the construction of new power systems,the development of dynamic measurement technology,and the improvement of standard systems.
