Dynamic Incentive Mechanism for Transmission and Distribution Tariff Considering Energy Transition Development
In the context of energy transition,the existing transmission and distribution(T&D)pricing method,which emphasizes being"constraint but not incentive",is no longer applicable to the demands of safe,low-carbon,and highly-qualified transformation development of T&D networks.Therefore,a dynamic incentive mechanism of T&D that compatible with the cost constraints is designed.The study shows that under the transformation stage,there is a need to further improve the operational efficiency of the T&D networks by optimizing the grid investment structure and reducing investment redundancy,and that the grid is still the main cost overrun risk bearer.The overall coupled-coordination degree between low carbon,safety and quality of each of the provincial grids in China is gradually increasing.The proposed incentive mechanism takes into account differentiation and fairness,and is conducive to the clean,low-carbon and sustainable development of each of the provincial T&D networks.
