Allocation Scheme of Carbon Emission Right That Balances Efficiency and Equity
Reasonable allocation of carbon emission rights is crucial for thermal power plants to realize low-carbon development;however,balancing efficiency and fairness is the difficulty of carbon emission rights allocation.This paper proposes a carbon emission right allocation mechanism to solve the dispute between efficiency and fairness allocation by analyzing the current efficiency allocation guidelines of thermal power plants.It divides the total amount of carbon emission control of thermal power plants into non-controversial portions and controversial ones.DEA(data envelopment analysis)is used to establish a non-controversial(efficiency)carbon emission right allocation model,which realizes the efficiency allocation of the total amount of non-controversial part of the carbon emission control,taking into account the emission reduction potential and production capacity of the thermal power plant;and the multi-equity criterion,unanimous election and iterative mechanism are used to establish a controversial(fair)carbon emission right allocation model,which realizes the efficiency allocation of the total amount of controversial part of the carbon emission control.The fair allocation mechanism is used to solve the controversy surrounding allocation.The model of disputed(fair)carbon emission right allocation is developed by utilizing multiple fairness criteria,unanimous consent election,and iterative mechanism to realize the fair allocation of the disputed part of the total carbon emission control quantity and the carbon emission right allocation algorithm that balances the efficiency and fairness is given.The case analysis shows that the proposed allocation scheme can satisfy the main principles of fair and efficient allocation and meet the development needs of thermal power plants.
