新型电力系统发展水平指标体系构建及综合评价方法研究

对新型电力系统发展水平进行科学、合理评价对于新型电力系统的规划建设具有重要意义.该文基于新型电力系统五大基本特征构建了包含核心指标和创新指标的新型电力系统发展水平评价指标体系,明确了各项指标的定义与计算方法,提出了基于指标水平分级的新型电力系统发展水平综合评价方法.算例结果表明,该文所提指标体系及评价方法适用于不同能源禀赋与电网结构的新型电力系统发展水平评价,可以量化评估新型电力系统的建设成效,明确新型系统发展水平所处等级,为后期新型电力系统的重点规划和建设提供决策意见,有利于推进我国新型电力系统的建设进程.
Research on Construction of Index System and Comprehensive Evaluation Method of Development Level of New Power System
A scientific and reasonable evaluation method of the development level of the new power system is of great significance for the planning and construction of the new power system.This article proposes an evaluation index system of the development level of the new power system based on the five basic characteristics of the new power system,including core indexes and innovative indexes.Each index's definition and calculation methods are clarified,and a comprehensive evaluation method of the development level of the new power system based on index-level grading is proposed.The calculation results show that the index system and evaluation method proposed in this article apply to evaluating the development level of new power systems with different energy endowments and grid structures.It can quantitatively evaluate the construction effectiveness of new power systems,clarify the level of development of new power systems,and provide decision-making opinions for the key planning and construction of new power systems in the later stage,which is conducive to promoting the construction process of new power systems in China.
