The Logical Motivation,Mechanism,and China's Path to the Transformation of Global Higher Education Governance System
In the context of the globalization crisis and global governance deficit,the global higher education governance system urgently needs to be transformed.The logical reasons for the transformation of the global higher education governance system include the struggle between reformism and conservatism and the negative impact caused by institutional overlap.Governance embedding has become the basic logic for the interaction of different actors within the transformation mechanism of the global higher education governance system.The mechanism of the transformation of the global higher education governance system from the perspective of governance embedding reflects the networked embedding process and interdependent symbiotic relationship of various actors in the complex global higher education governance mechanisms,reflecting the interaction and mutual construction process between global higher education governance actors and various external mechanisms.Its mechanism of action includes three paths:relational embedding,structural embedding,and normative embedding.The transformation of the global higher education governance system is facing challenges such as the decline of UNESCO's governance status,constraints on the participation of emerging countries in governance,and challenges to the multilateral network cooperation governance model.China should promote the modernization of global higher education governance concepts,the modernization of the global higher education governance system and governance capabilities,and the modernization of global higher education governance paths to promote the transformation of the global higher education governance system.
