Multiple Paths of High-Quality Cooperation in Higher Education between China and Countries Participating in Belt and Road Initiative
Higher education constitutes a vital component and pathway within the Belt and Road Initiative(BRI),and it is essential to explore the differentiated cooperative pathways and mechanisms for high-quality cooperation between China and countries participating in BRI and summarizing China's experience to promote the high-quality development of the BRI.Based on the TOE framework,a qualitative comparative analysis of 34 excellent cases of international exchange of BRI education found that the advantage of discipline resources is necessary for realizing high-quality cooperation in higher education.There are three high-quality cooperation pathways for higher education in the BRI:integrating disciplinary resources into humanistic exchanges and fostering mutual understanding among the people;the mutual development type empowering demands and services with disciplinary resources;discourse system construction model supported by disciplinary resources for democratic consultation.After ten years,higher education international cooperation should integrate high-quality disciplinary resources,innovate exchange mechanisms,and consistently engage in profound cultural exchanges at the new historical starting point of BRI.It must leverage the advantages of education resources in a coordinated manner to pragmatically serve the needs of BRI participating countries aiming at mutual development,utilize multilateral educational platforms,transform disciplinary advantages into influence,and enhance China's international discourse power in higher education.
