职业教育、高等教育、继续教育"三教"协同创新发展是我国教育事业发展进入新时代以后的必然要求,是建设教育强国的必由之路.经济与教育的同频共振为"三教"协同创新发展奠定了坚实的社会基础,"三教"由分离发展走向协同创新发展是经济社会累积发展和教育体系走向成熟的必然结果."三教"协同创新发展是国家教育体系升级扩能、适应经济社会现代化发展水平提升要求以及建设高质量教育体系的需要,其目标指向于人的全面发展.推进"三教"协同创新,需要加强"立交桥"教育制度立法,为"三教"协同创新发展提供法律保障和政策支持;构筑跨界办学体系,推进"三教"从合作到交叉融合与一体化发展;提高技术技能人才社会地位和待遇,营造"三教"协同创新发展的社会条件;消除刻板印象,建构"三教"协同创新发展的社会认知和舆论环境.
Characteristics and Implementation Path of Collaborative Innovation Development among Vocational Education,Higher Education,and Continuing Education
The collaborative innovation and development of vocational education,higher education,and continuing education(referred to as the three education)is the inevitable requirement of China's education development into a new era andis the only way to build a strong education country.The co-frequency resonance of economy and education has laid a solid social foundation for the collaborative innovation and development of three education.The development of three education from separation to collaborative innovation is the inevitable result of the cumulative development of the economy and society and the maturity of the education system.The collaborative innovation and development of three education is the need of upgrading and expanding the national education system,adapting to the requirements of economic and social modernization and building a high-quality education system.Its goal is to achieve the all-round development of people.To promote the collaborative innovation of three-education,it is necessary to strengthen the legislation of overpass education system and provide legal protection and policy support;build a cross-border school-running system and promote the development pattern of three education from cooperation to cross-integration;improve the social status and treatment of technical talents and create social conditions;eliminate stereotype,construct social cognition and public opinion environment.
