How Japan's Higher Education Promotes the Construction of World-Leading Talent Center and Innovation Highland:Analysis of Relevant Policies of Japanese Government on Science and Technology Development
Japan has become an important talent center and innovation highland in the world,and higher education plays an indispensable role. The Japanese government guides and supports higher education to promote the construction of world-leading talent center and innovation highland through comprehensive and systematic science and technology policies. According to the stage division of science and technology policies,the process of Japan's higher education participation in the construction of important talent center and innovation highland in the world can be divided into three stages:national universities take the lead in introducing and transplanting foreign science and technology systems,higher education plays a prominent role in science and technology development,and universities become the main battlefield of science and technology development and innovation. Under the policy guidance,higher education mainly promotes the construction of world-leading talent center and innovation highland through promoting industry-university-government cooperation,cultivating research talents,and improving the internationalization level of education and talents. In this process,problems such as the intensification of the trend of polarization and the prevalence of utilitarianism have emerged. In view of this,improving the top-level design,promoting the deep integration of industry,academia and research,optimizing the scientific research environment and talent treatment,and being vigilant and guarding against the possible problems of the intensified trend of polarization of universities and the prevalence of utilitarianism are the useful inspirations brought to us by Japan's higher education in promoting the construction of world-leading talent center and innovation highland.
