The Impact of the Double First-class Policy on the City Innovation Ability and its Threshold Effect
Serving the national regional development strategy and leading regional economic and social innovative development are the important goals of the double first-class (DFC) Policy in China and also an essential aspect of its performance evaluation.Therefore,based on the resource dependence theory and the panel data of 283 cities in China from 2012 to 2020,this paper develops the difference-in-differences model and threshold effect model to empirically investigate the complex impact mechanisms of the DFC Policy on the city innovation ability.The results indicate that:first,the DFC Policy has significantly promoted the innovation ability of the city where the Chinese DFC construction universities are located.Second,the capital investment level and human capital agglomeration level have threshold effects on the DFC Policy to promote city innovation ability,which can maximize the urban innovation effect of the DFC Policy within the optimal interval.In addition,the threshold effects of capital investment level and human capital agglomeration level on the DFC Policy to promote city innovation ability vary significantly by region.Therefore,relevant departments should strengthen industry-university-research cooperative innovation,and urgently improve the dynamic adjustment and competition mechanism to ensure the DFC Policy's effectiveness;optimize the funding investment and guarantee mechanism,and enhance the support of basic research;establish and improve the mechanism for the reasonable and orderly flow of talents,and promote the matching of the structure of talents with the structure of industries.
