Abandoning GanSu and Entering Sichuan:Research on the Relocation of Base 062 in the Early Stage of Three Lines Construction
In the early stage of Three Lines Construction,due to the rapid and urgent requirements for the progress of engineering projects,there is a common phenomenon of hastily determining project site selection without strict scientific argumentation,resulting in serious economic losses.The 062 base is the only project in China's third line construction that engages in research and production of remote launch vehicles.It took less than a year from its construction site in Tianshui,Gansu to its relocation to Daxian,Sichuan,resulting in a huge waste of human,material,and financial resourc-es.The fundamental reason is that it clearly violates the basic construction procedures formulated by the state.In the con-struction of the third line,the principle of"fixed-point,survey,and construction at the same time"not only poses great risks,but also inevitably leads to serious consequences.
