The financial logic and path selection of collaborative regional governance——Taking the Yangtze River Delta as an example
Collaborative regional governance is an important way to promote high-quality integrated development of regions.As the foundation and an important pillar of national governance,finance is an important engine for enhancing the effectiveness of collaborative regional governance.In recent years,there has been a clearer path to address uncertainties in economic development and achieve high-quality regional development through collaborative regional governance,and higher requirements have been placed on the strategy of promoting coor-dinated regional development through fiscal coordination.By exploring the reform practice of fiscal cooperation promoting collaborative regional governance in the Yangtze River Delta as an example,the paper finds that problems such as the lack of inter-regional governmental cooperation system,the lag of fiscal system and mechanism,and the lack of coordination of fiscal and tax policies restrict the potential of fiscal cooperation promoting collaborative regional governance.In this regard,the paper suggests starting from optimizing the cooperation system between local governments,improving the current fiscal system,comprehensively coordina-ting fiscal policies,and leveraging market capital to accelerate the construction of regional fiscal cooperation mechanisms,enhance collaborative regional governance capabilities,and promote high-quality coordinated development in the region.
