国家地震烈度速报与预警工程项目已完成建设任务,面对政府、社会、公众对地震预警的期待,结合新一代地震监测速报预警业务体系特点,在由项目建设转向业务运行过程中,采取尽早树立业务化观念、建立健全制度体系、制定完善组织体系、形成风险隐患排查整改长效机制、重点地区先行及渐进式投入试运行等措施手段,在项目竣工验收前初步完成过渡,全面进入业务运行状态,部分重点地区提前开通对外服务.本文分析了各方对地震预警的期待和新一代速报预警业务体系特点,总结了建设转运行的过渡措施,并探讨了目前运行管理工作中的问题及改进方向,为未来地震预警工作完善提供参考.
Transitional practice of construction and business operation of National System for Seismic Intensity Rapid Reporting and Earthquake Early Warning
The National System for Seismic Intensity Rapid Reporting and Earthquake Early Warning has completed the construction task. In the face of the expectations of the government,society and the public,combined with the characteristics of the new generation of earthquake monitoring quick report early warning business system,in the process of project construction to business operation. Adopting measures such as establishing the concept of business as soon as possible,establishing and improving the system,formulating and improving the organizational system,forming a long-term mechanism for the investigation and rectification of risks and hidden dangers,and putting key areas into trial operation first and gradually,the transition has been preliminarily completed before the completion and acceptance of the project,and it has fully entered the state of business operation,and some key areas have opened external services in advance. This paper analyzes the expectations of various parties for earthquake early warning and the characteristics of the new generation of quick warning business system,summarizes the transitional measures for the construction of transport,and discusses the problems in the current operation and management work and the improvement direction,so as to provide reference for the improvement of earthquake early warning work in the future.
