Development-led Poverty Reduction Cooperation within the Framework of SCO
As the deadline for the implementation of the poverty reduction goals of the United Nations 2030 Agenda for Sustainable Development approaches,member states generally hope to establish a poverty reduction cooperation mechanism that can effectively maintain regional stability,improve the level of development of all countries,and share prosperity.Poverty reduction cooperation within the framework of the Shanghai Cooperation Organization(SCO)is an agenda that has just been proposed in recent years and is still in the exploratory stage.Although there is already a certain good basis for cooperation,according to the general rule of development of international organizations,in order to promote poverty reduction cooperation in a solid manner,it is necessary to sort out the directions of cooperation that should be focused on within the framework of the organization,so as to make poverty reduction cooperation more systematic and targeted.This article discusses how to carry out poverty reduction cooperation within the framework of the Shanghai Cooperation Organization.Most members of the Shanghai Cooperation Organization still need to solve the problem of absolute poverty,and urgently need to solve the problem of underdevelopment.Poverty reduction cooperation should take development as the main driving force and basic orientation,take promoting the development of all countries as the central task,and improve employment and livelihood welfare as the important goal.On the basis of the feasibility of poverty reduction cooperation,the SCO should further explore the concrete realization path of poverty reduction cooperation,which includes focusing on the mutual understanding of experiences,conceptual connection and strategic consensus,formulating special poverty reduction plans or programme,increasing investment in physical and human capital in key areas of the member states,carrying out small-scale livelihood projects for the disadvantaged groups,as well as reducing institutional constraints and lowering the cost of labor migration among the member states,last but not least,accelerate the achievement of poverty reduction goals of the SCO member States through cooperation,promote regional stability and prosperity,and build a community of shared futere for the SCO.
