The Disruption Risks and Countermeasures of Russian's Industrial Chain under Extreme Sanctions and China's Reflections
The disruption risks of Russia's industrial chain have significantly increased because of the economic sanctions raised by the West since the outbreak of the Russia-Ukraine conflict."Decoupling the energy industry chain","breaking the transport equipment and services industry chain","Strangling the high-tech products and services industry chain"have become the key targets of the Western sanctions against Russia.Affected by the sanctions,the export side of the Russian energy industry chain has increased in the short term due to hoarding demand,and the negative impact on the import side is significant.The transport equipment and service industry chain has shown a trend of"moving away from Europe to Asia"and"localization",while the high-tech product and service industry chain is facing the realistic dilemma of unimpeded circulation.Russia has effectively maintained the security and stability of the industrial chain in the short term by adopting such measures as parallel imports,relaxation of production regulations,export embargoes,the introduction of the"rubles-for-gas demand"and local currency settlements,and the nationalization of foreign-funded enterprises;and in the medium and long term by promoting the diversification of supply and marketing of products and the import substitution strategy.In the face of the restructuring and differentiation of the global industrial chain system,the Chinese government should further strengthen the ability to maintain stability and supply of basic industrial chain such as food,energy and minerals,always regard the resilience of the real economy as the core force for the resilience of industrial chain,promote regional cooperation and diversified distribution of industrial chain,so as to comprehensively improve the resilience and security of industrial chain.
