The civilian government of India has built a highly civil-control relationship between the mili-tary and the government by establishing the comparative advantage of power and bureaucratic control over the army,and in the form of standardized internalization.The civil-military relations during Modi's administration has continued the basic characteristics of the civil-military relations in India,but there have also been new changes:in terms of the balance of power,the influence of mili-tary elite is becoming weaker,the size of the army is comparatively decreasing,the ethnic structure is difficult to balance,and the political threat of the army is weakening continuously.In terms of bureaucratic con-trol,the civilian government's ability to coordinate the military and the government has been strengthened,and the power of the military officials in the Ministry of National Defense has been relatively released.In terms of the in-ternalization of norms,officers become more partisan,the army becomes the vote bank of electoral politics,Hindu nationalism strengthens the relationship between the military and the government,and the politicization of the army is further strengthened.The new features and trends of the Modi government's civil-military rela-tions will bring new connotations to India's domestic and international politics.
