The system structure has been the main dynamic for evolution of the Armenian issue in contem-porary Turkey's foreign relations,especially its relations with Western countries.The Western-dominant historical narrative,the nationalist narrative conflict between Turkey and Armenia,the influence of the Armenian diaspora in the West and the political interference of Western powers have jointly promoted the internationalization of the Armenian issue and its continuous resurgence and gradually become a foreign policy issue of Western coun-tries and an emerging factor towards relationship between Turkey and the West.From the perspective of the rela-tionship between system structure and issue evolution,the extent to which the Armenian issue affects Turkey's relations with the West is not entirely determined by the factor itself,but is more subject to the decisive con-straints of the international system structure and its changes.The conflict between Turkey and the interna-tional system structure,especially with the West,is the fundamental reason for the evolution of the Armenian issue.Essentially,it is not the Armenian issue that has caused the tension between Turkey and the West,but the structural changes in the bilateral relations that have made the Armenian issue increasingly prominent.
