Characteristics and Causes of Policy Changes in the Key Construction of Chinese Universities
The"211 Project"marked the beginning of China's efforts to construct world-class universities,and the subsequent implementation of the"985 Project"introduced a series of policies that coexist with it for developing world-class universities.The model of historical institutionalism,which introduces new rules based on the core logic of existing policies,is termed policy layering.The high compatibility and alignment of supporting conditions,including the economic foundation,the decision-making basis of the political system,and the cognitive framework of cultural concepts,have facilitated the emergence of policy changes.The coupling or mutual compatibility between policies illustrates the adaptation of existing policies to new environments.Policy layering has not led to the reproduction of institutions or institutional collapse but rather tends to integrate and evolve into policy conversion.For the"Double First Class"initiative and key projects like the"211 Project"and"985 Project",it is crucial to focus on the coordination of different policy tasks,the classification of policy resource allocation,and the institutional environment for policy implementation,based on the evolution of policies.This focus is necessary to prevent policy differentiation and reduce the costs associated with policy changes.
