Evaluation on the Policy Effects of Establishing High-Level Universities at the Provincial Level
Local governments'efforts to establish high-level universities at the provincial level in line with the"Double First-Class"initiative offer a"local approach"to China's pursuit of becoming a global powerhouse in higher education.Assessing the policy effects of these initiatives can objectively demonstrate the efficacy of local higher education governance.This study utilizes inter-provincial panel data spanning 2010 to 2019 and employs a DID model to evaluate the policy effects of establishing high-level universities at the provincial level.Findings indicate that after the implementation of these policies,universities within the region have significantly improved in terms of disciplinary excellence,faculty development,talent cultivation,social service capabilities,and institutional vitality,all of which have passed a series of robustness tests;furthermore,heterogeneity analyses reveal that these university development efforts have had a stronger policy effect in the eastern coastal regions,exacerbating the"Matthew Effect".In subsequent policy initiatives for these universities,disciplinary construction should focus on"slow variables and long tracks",not only based on international frontiers,but also responding to local needs,providing policy support for the"seemingly useless"disciplines to ensure disciplinary diversity;faculty development needs to leave room for the growth of the new generation.
