Structural Dilemmas and Solutions Concerning the Implementation of"Double Reduction"Policy:The Perspective of Structuration Theory
The"double reduction"policy has been released for over two years.More large-sample investigations on its implementation have been carried out,while the data analysis prefer to reveal presenting problems.This paper takes a perspective of Structuration Theory to dig into the structural dilemmas behind.Firstly,it analyses the texts of the"double reduction"policy;then it looks into 11 large-sample investigations to find out the deep-rooted problems at both levels of top-level institutional design and practice.It reveals that the local education administrative departments are faced with a dilemma where"the higher-level government departments'actual operation deviates from the original intention of policy setting",the schools are shouldering multiple and inconsistent expectations of"not only,but also,besides",and the parents are faced with a dilemma which is seemingly beneficial yet hard to achieve.It suggests that the local governments,local education administrative departments and schools need to be guided by the top-level design through mid-long term goals and mechanisms,and dedicate to addressing parents'education anxiety in practice.
