The Concept,Practice and Effect of Convergence Management for International Students in China
At present,the concept of convergence management of international students(CMIS)in China has reached a consensus in the majority of universities.In terms of CMIS practice,only a few universities have tried.Based on the case studies of Jiangsu University,Zhejiang University,Fudan University,Tongji University,Tsinghua University and Xiamen University,CMIS can be divided into the following types,including semi-convergence,transitional majority convergence,majority convergence and near-complete convergence.Most of these universities'management systems are equipped with vice presidents,and they have set up work leading groups.Although few universities still implement the two-level management system between single functional department and faculties,the two-level management system between multiple functional departments and faculties has become a trend.As for teaching management,the academic affairs office and graduate school are respectively responsible for undergraduate and graduate students of most universities who receive overseas education,and tend to implement the same quality standards for Chinese and foreign students.As for the management of extracurricular activities,the universities promote the exchange and integration of Chinese and foreign students through international student-related associations.As for life management,mixed accommodation has been piloted on a small scale.The secondary units of universities,such as the Johns Hopkins University-Nanjing University Center for Chinese and American Studies and the Yenching Academy of Peking University,recruit students from around the world,whose degree of CMIS is relatively high,yet varied by specialty.The CMIS has achieved certain results,but there is still a lack of systematic evidence-based evaluation.The feasible approaches to the realization of CMIS are as follows:the formulation of specific government administrative regulations,the improvement of university rules and regulations,the internationalization and professionalization guarantee of education and teaching personnel,the quality control in the process of international student enrollment and graduation,the systematic self-evaluation of management effectiveness,and the boundary determination of differentiated services.
