Assessing the Development Qualities of Independently Cultivatied Top-Notch Innovative Talent:A Theoretical Framework and Survey Instrument
Exploring the effectiveness of cultivating elite innovative talent at the university level requires both translating national policy goals into researchable theoretical questions and addressing the practical needs of educational practice.This article proposes a theoretical framework for evaluating the quality of elite innovative talent development in universities.The framework comprises two components:an achievement quality evaluation emphasizing both"elite"performance and"innovation",and a developmental driving force evaluation focused on"aspiration"and"interest".Given the context of university education,"elite"performance is operationalized as outstanding achievement in institutionalized competitions and a strong sense of self-efficacy."Innovation"encompasses demonstrable innovative achievements and a sustained commitment to creative endeavors."Aspiration"and"interest",key foundations for the long-term development of elite innovative talent,are interpreted as encompassing scientific aspirations,a competitive spirit,enjoyment of learning,and strong professional interests.Based on this framework,a"Quality Evaluation Scale for Elite Innovative Talent"was developed.Project analysis,reliability,and validity tests were conducted using survey data from 3066 students participating in elite innovative talent programs at eight top-tier universities.A preliminary comparison of the educational effectiveness of different programs is also presented.
