International Public Policy and Governance of International Public Bads——A Case Study of Japan Dumping Contaminated Water from Fukushima
It is an important function of international public policy to governance international public bads(IPBs)and provide international public goods.This paper defines the concept of IPBs from three dimensions:attribute,governance and cooperation,and considers that the decision-making of dumping Fukushima nuclear-contaminated water in Japan is a typical case of IPBs.Basing on this case,the article further analyses the limitations of anarchy global ocean governance in terms of policy making and implementation.It is believed that they limit the effectiveness of international public policy in preventing and governing IPBs.The article holds that effective international cooperation is the most practical way to avoid the creation of similar public goods.
