The Dynamics of U.S.Cross-Domain Deterrence Strategy and Its Implications for Strategic Stability among Major Powers
As a result of changes in the international environment,the concept of"cross-domain deterrence"has gained widespread attention.The U.S.politicians has also made cross-domain deterrence a centerpiece of U.S.defense strategy.The United States has proposed the strategy of"Joint Warfighting Concept for All-Domain Operations"to implement a cross-domain deterrence strategy based on the logic of tactical denial,as well as the concept of"resilience"to implement a cross-domain deterrence strategy based on the logic of strategic denial,in response to both conventional conflicts and conflicts in cyber or space domains.In addition,in response to low-spectrum conflicts,the United States emphasizes a whole-of-government strategy that seeks to implement punishment deterrence in conjunction with non-military domains and to engage in"full-spectrum"competition.The cross-domain deterrence strategy implemented by the United States not only increases the risk of horizontal escalation of crises,but also requires preemptive action and absolute superiority over the adversary,thus leading to weak strategic instability among the major powers.
