摘要
新时期国土空间规划体系要求建立健全规划动态监测评估预警和实施监管机制,推进国土空间治理体系和治理能力现代化.控制性详细规划在空间规划实施依据体系中具有重要作用.本文在阐述传统控规管理问题的基础上,以泉州市为例,提出了构建控制性详细规划依据体系、监测体系、预警体系和监测保障体系"四位一体"的动态监测预警思路和实现路径,以期为控规实施监督相关工作提供参考.
Abstract
The new era's territorial spatial planning system requires the establishment of a sound planning dynamic monitoring,evaluation,early warning,and implementation supervision mechanism to promote the modernization of the territorial spatial governance system and gov-ernance capacity.Regulatory detailed planning plays an important role in the spatial planning implementation basis system.Based on the e-laboration of traditional regulatory detailed planning management issues,this article takes Quanzhou as an example and proposes a"four-in-one"dynamic monitoring and early warning approach,including a regulatory detailed planning basis system,a monitoring system,an early warning system,and a monitoring and guarantee system,in order to provide a reference for the supervision of regulatory detailed plan-ning implementation.
