科技成果转化现行法律政策比较宏观,奖励政策比较单一,且保障机制不健全,严重阻碍了科技成果的有效转化.只有聚焦科技成果转化的现实困境,通过系统分析科技成果转化的方式,才能找到科技成果转化的保障机制.经研究分析,政策保障、融资保障、市场导向保障、强化合作保障、知识产权保障、奖励激励保障、人才保障及借助专业中介服务保障构成了科技成果转化的保障体系.

The current legal policies for the transformation of scientific and technological achieve-ments are relatively macro,the reward policies are relatively single,and the guarantee mechanism is not sound,which seriously hinders the effective transformation of scientific and technological a-chievements.Only by focusing on the practical difficulties in the transformation of scientific and technological achievements,and through systematic analysis of the ways in which scientific and tech-nological achievements are transformed,a guarantee mechanism for the transformation could be found.The guarantee system for the transformation of scientific and technological achievements can be constructed by research and analysis,policy protection,financing protection,market-oriented pro-tection,strengthened cooperation protection,intellectual property protection,reward and incentive protection,talent protection,and use of professional intermediary services constitute.
