摘要
运用文献资料、逻辑分析等研究方法,对新《体育法》实施背景下我国学校体育高质量发展进行研究.研究认为:新《体育法》实施背景下,我国学校体育高质量发展迎来了发展机遇:确定优先发展学校体育的战略;指明体育与教育融合的发展方向;突出对学生权利的保障.同时,也面临着诸多挑战:政策内容模糊,执行过程受阻;学段课程之间的衔接不流畅,课程内容缺乏有效融合;教师队伍建设不健全,资源配置不均衡;纵向评价方式单一,横向评价维度偏颇.为了更好地把握机遇,迎接挑战,研究提出了新《体育法》实施背景下我国学校体育高质量发展的举措:深化政策方案的设计,构建反馈机制;秉持体育教育理念,深入推进体育课程改革;优化教师配置发展,促使资源精确覆盖;构筑多元评量体系,完善科学评估机制.
Abstract
Using literature,logical analysis and other research methods,a study is conducted on the high-quality development of school sports in China in the context of the implementation of the new Sports Law.The study con-cludes that:in the context of the implementation of the new Physical Education Law,the high-quality develop-ment of school sports in China has ushered in opportunities for development:the strategy of prioritising the develop-ment of school sports has been identified;the direction of the development of the integration of physical education and education has been indicated;and the protection of students'rights has been highlighted.At the same time,there are also many challenges:ambiguous policy content and obstruction of the implementation process;poor artic-ulation between school-segment curricula and lack of effective integration of curricular content;unsound construc-tion of the teaching force and unbalanced resource allocation;and a single way of vertical evaluation and biased horizontal evaluation dimensions.In order to better grasp the opportunities and meet the challenges,the study pro-poses initiatives for the high-quality development of school sports in China in the context of the implementation of the new Physical Education Act:deepening the design of the policy programme and constructing a feedback mecha-nism;adhering to the concept of physical education and promoting in-depth reform of the physical education cur-riculum;optimizing the development of teachers'staffing and promoting the precise coverage of resources;and con-structing a diversified evaluation system and perfecting the scientific evaluation mechanism.
