Development Dilemma and Breakthrough of Inter Provincial Border Areas in Promotion Tournament
Inter provincial border areas are increasingly becoming the depression of economic development and going into a low development level of circular traps .The poverty of inter provincial boundary areas can not simply be explained from the location ,resources and culture .The core issue is the promotion system environment . The provincial border regions face difficult dilemma such as disadvantages in their own provincial policies ,marginalized officers ,competition isomorphism with the surrounding “fellow sufferers” ,factor flow and information transmission blocked by the administrative area boundary barriers ,and difficulty of local governance .To get out of this predicament ,we need a series of combined positive responses ,for example ,to establish a reasonable regional policy system , reduce transaction costs in economic development by institutional arrangement ,create feasible regional coordination mechanism ,and implement innovative regional coordination policies .
