The"Taiwan independence"separatist forces not only tried to complete the theoretical construction of"the Republic of China is Taiwan"in legal theory,but also tried to construct a"national form"through the adjustment of administrative divisions in Taiwan Province,so as to promote the de facto"Taiwan independence".By combing the history of administrative division changes in Taiwan Province,especially the"fine province"project implemented after the fourth"constitutional reform",and the promulgation and subsequent revision of the"Local System Law",it is found that the essence of administrative division adjustment of Taiwan authorities is to complete the construction of Taiwan Province's"national form".This kind of administrative division adjustment itself affects the political power distribution of political parties,and then produces the corresponding political game,so that all previous administrative division adjustments in Taiwan Province in recent years have been entangled in political struggles.After reunification,we should accurately locate the administrative divisions in Taiwan Province,and plan the future changes of administrative divisions in Taiwan Province with clear principles and systems as a whole,which will be a major proposition to be solved in the"One Country,Two Systems"Taiwan Plan.
