法治中国建设是新时代中国全面依法治国和建设社会主义现代化国家所擘画的宏观法治图景,是实现中华民族伟大复兴中国梦的战略支撑,是全面依法治国——建设法治国家、法治政府和法治社会"三位一体"的目标之一。从理论上推进法治中国建设,国家层面在于建构国家治理体系和现代化治理能力;社会层面在于建设法治社会;个人层面在于对马克思主义关于人的自由而全面发展的现实追求。从实践上推进法治中国建设,从需求导向性立法向规范科学性立法转变;从管理型执法向控权型执法转变;从经验性司法向程序性司法转变;实现从被动型守法向主动型守法转变。法治中国建设的新时代探索,对于推动我国法治文明进程及法治意识社会化具有强烈的时代意义。
Evolutionary Logic and Epochal Value of Building the Rule of Law in China
The construction of the rule of law in China represents a macroscopic legal landscape envisioned for the compre-hensive governance and socialist modernization of the country in the new era.It serves as a strategic pillar for realizing the great rejuvenation of the Chinese nation,embodying the goal of comprehensively governing the country by law and constructing a rule of law country,government and society.The theoretical advancement of the rule of law in China entails,at the state level con-structing a national governance system and modern governance capabilities,at the societal level fostering a rule of law society,and at the individual level realizing the practical pursuit of Marxist ideals with human freedom and comprehensive development.The practical advancement of the rule of law in China involves the transition from demand-oriented legislation to scientifically-normative legislation,from administrative law enforcement to power-control law enforcement,and from experiential justice to procedural justice,thereby achieving a shift from passive compliance with law to proactive compliance with law.The contempo-rary exploration of the rule of law in China holds an epochal significance for advancing the country's legal civilization and so-cialization of legal consciousness.
