摘要
乡镇政府公共服务能力分为潜在能力和有效能力,二者共同生成了乡镇政府公共服务的资源汲取能力、需求识别能力、政策执行能力和服务配置能力.基于地方政府公共服务能力构成要素及其理论内涵的阐释,构建乡镇政府公共服务能力结构图,以广西J市乡镇政府为个案研究对象,分析了乡镇政府公共服务能力的现存困境,并提出从权责界定、经费投入、绩效考核、多元参与、平台拓展等方面全面提升乡镇政府公共服务能力.
Abstract
The township governments'public service capacity is divided into potential capacity and effective ca-pacity,which together generate the resource absorption capacity,demand identification capacity,policy imple-mentation capacity and service configuration capacity.On the basis of the theoretical explanation of the connota-tion and elements of the local governments'public service capacity,the structure chart of the township govern-ments'public service capacity is constructed.Taking the township governments of J City in Guangxi as an exam-ple,this paper studies the dilemma of township governments'public service capacity,and puts forward some measures to enhance township governments'public service capacity,such as strengthening the scope of responsi-bility,improving the investment mechanism,optimizing the evaluation mechanism,guiding multi-party participa-tion,building a sharing platform and so on.
