The Generation Logic and Practical Path of Party Construction Leading the Downward Shift of Village Autonomous Units:Based on the Investigation of the"One Group,Two Meetings"Model in L Village,G City,Guangxi
The downward shift of the focus of social governance,bringing resources,services,and management to the grassroots level,has become an important initiative for innovation in grassroots social governance.However,challenges such as the hollowing out of rural governance entities and ineffective policy implementation still exist.Research on the"One Group,Two Meetings"model in L Village,G City,Guangxi,where the village autono-mous units are shifted downward,reveals a governance framework characterized by"Party cells leading,house-hold meetings making decisions,and executive councils implementing."Through the leadership of Party cells in restructuring the rural governance entities,democratic decision-making by household meetings,and the execution by executive councils composed of rural elites,the village-level autonomous units operate effectively.The"One Group,Two Meetings"model not only accommodates the dual downward shift of grassroots party building and au-tonomous units,but also makes up the current absence of rural social governance entities and timely promotes the downward flow of resources and services.It represents a valuable exploration and practical form of the downward shift of the focus of rural social governance.
