Analysis on Garbage Classification Governance Strategies from the Perspective of Evolutionary Game Theory:Based on Local Government's Double Bind
Garbage classification is an important measure to promote green development,and local governments and residents are the most important participants.Based on local governments'dual dilemma of limited resources and many tasks,and combining the different levels of local governments'participation and environmental govern-ance responsibilities,this paper explores the interactive path between local governments and residents in garbage classification governance with the help of evolutionary game theory and simulation method.The results indicate that:under different initial conditions,residents and local governments may exhibit different evolutionary paths in their behavior after balancing their respective strategic benefits;residents'strategies may be influenced by factors such as waste classification costs,monetary rewards and punishments,reputation rewards and punishments,and environmental benefits;local governments'strategies are influenced by factors such as participation proportion,the emphasis on the district citizens'evaluation and governance costs.Based on this,the following suggestions are proposed:focusing on the waste generation process and reducing the cost of household classification,creating an atmosphere of honest communication to build a foundation for local governments and residents to jointly respond to environmental crises,taking into account individual differences,and guiding local governments to implement flexi-ble waste classification and management.
