For the purpose of mastering the overall health state of the ground-based Tracking,Telemetry and Command (TT&C) networks,a health evaluation model for ground-based TT&C networks is established based on the characteristics of ground-based TT&C networks.A method using the difference between measured value and standard value of indexes to evaluate indexes is proposed. The indexes of three modules (control center module,TT&C nodes module and communication links module) that can influence the health state of ground-based TT&C networks is analyzed. The weight of each evaluation index for the evaluation model using Analytic Hierarchy Process (AHP)is determined and standard value for each index in operation of ground-based TT&C networks is given.Based on 2015 S-band TT&C equipment and on-orbit spacecraft to evaluate the health status of S-band ground-based TT&C network in China, the evaluation results are that the health index was 88.32% and the health level was good. The results show that the proposed evaluation method can determine the health status of ground-based TT&C networks directly and can be used in operation management of TT&C networks.
