"Three governance integration",i.e.,self-governance,rule of law and rule of virtue,is closely related to the construction of grassroots social governance communities.The construction of grassroots social governance communities has three aspects of connotation in"Three governance integration".Firstly,the goal congruence of self-governance,rule of law and rule of virtue corresponds to the construction of a value community that everyone is responsible for.Secondly,the process congruence of self-governance,rule of law and rule of virtue corresponds to the construction of an action community that everyone is conscientious.Thirdly,the subject congruence of self-governance,rule of law and rule of virtue corresponds to the construction of an interests community that shared by everyone.In order to construct social governance communities,firstly,we should promote task decomposition and performance evaluation to build a value community with clear responsibilities.Secondly,we should promote process reengineering and scenario transformation to build a collaborative and orderly action community.Thirdly,we should deepen transfer of power and maintenance of rights to build a interests community that yearns for beauty.
