People's Livelihood in Modern Wanjiang Area under the Flood Environment(1840-1911)
The frequent floods in the Wanjiang area in modern times led to agricultural failure and a large number of victims,even casualties.The level of agricultural productivity declined,causing huge impact on economic development and sharp social conflicts.The Qing government and the local officials in the Wanjiang area took various measures to protect people's livelihood:allocating money and grain to relieve the victims,repairing the breached dikes,draining the accumulated water,and replanting food crops;the court postponed and exempted taxes in the disaster areas to reduce the economic burden of the disaster areas in the Wanjiang area;the local officials in the Wanjiang area focused on repairing the dikes and carried out post-disaster reconstruction to restore agricultural production in the dike areas.However,the Qing government was already overwhelmed by various increasing crises in responding to the floods in the Wanjiang area.
