淮河流域生态环境协同治理机制研究

摘要
研究基于协同治理的理论框架,立足淮河流域生态环境治理的实践蓝本,围绕"协同参与,同向发力,共治共享"的生态环境协同治理目标,建构"多元参与、优化流程、绩效导向"的协同治理创新机制,并在系统梳理淮河流域生态环境治理现状成效、实践困境的基础上,提出了完善参与机制、优化组织机制、改善分配机制的协同治理纾解策略,以期为淮河流域生态环境治理提供借鉴.
Abstract
Based on the theoretical framework of collaborative governance and the practical blueprint of ecological environment governance in the Huaihe River Basin,this study constructs an innovative mechanism of collaborative governance that includes"multi-participation,optimized processes,and performance orientation"around the goal of"collaborative participation,unified effort,and joint governance and sharing"of ecological environment governance.On the basis of systematically reviewing the current situation,achievements,and practical difficulties of ecological environment governance in the Huaihe River Basin,this study proposes collaborative governance strategies to improve participation mechanisms,optimize organizational mechanisms,and improve distribution mechanisms,in order to provide useful references for ecological environment governance in the Huaihe River Basin.
