On the Governance of the Ming and Qing Dynasty's Ancient Channel of the Yellow River
In 1855,the Yellow River changed its course and flowed northwards,forming a Ming and Qing Dynasty's ancient channel over 700 kilometers long from northwest to southeast in the Huaihe River Basin.This ancient channel divides the entire water system of the Huaihe River into two parts and creates a very special economically backward area and an ecologically fragile zone.After the founding of the People's Republic of China,the ancient channel has been harnessed and developed with some achievements,but there are still deficiencies:various regions act independently without overall planning;the engineering design is unreasonable and lacks supporting measures;the reservoirs built in the early stage have quality problems and are prone to dam breaks;and there is a lack of awareness of protecting the ancient channel along the route.Only by fully recognizing the historical value of the ancient channel and the practical significance of its development and utilization,and conducting comprehensive treatment,can it embark on the path of high-quality development.
