Strengthening the construction of"dual leaders"among party branch secretaries of college teachers is a significant measure to innovate grassroots party building work in the new era.It is also an inherent requirement for giving full play to the role of grassroots party branches as battleforts and achieving the"dual integration and promotion"of party building and business.This paper deeply analyzes the practical difficulties in the cultivation project of"dual leaders"for party branch secretaries of teachers,and explores solutions to these difficulties from three aspects:clarifying the responsible parties,constructing an integration model,and smoothing out incentive mechanisms.These efforts aim to promote the formation of institutionalized,standardized,and long-term mechanisms,thereby comprehensively improving the quality of grassroots party building work in colleges and universities.
