The Mentality of Officials,Gentry,and Commoners in the Management of Quebei in the Ming and Qing Dynasties
As the crown of water conservancy in the Huaihe River Basin,Quebei is a model of ancient pond construction and improvement in China.During the Ming and Qing dynasties,with the frequent occurrence of problems such as blocking water sources and occupying farmland for cultivation,the water conservancy environment of Quebei gradually fell into a negative trend.Local officials,gentry,and the general public exhibited different mentalities when dealing with the water conservancy difficulties of Quebei.Whether local officials chose to ignore,respond limitedly,or actively act in the management of Quebei often depended on the pressure they faced and the administrative priorities of their respective jurisdictions.Due to their own vested interests in Quebei's water conservancy,local gentry often took the lead in the management of Quebei and became the backbone force driving its improvement.The people living around the pond had both selfish motives to compete for water for irrigation and a common desire to work together to improve Quebei.Based on their respective considerations,these different interest groups gradually formed a joint force,becoming the driving force for the sustainable development of Quebei's water conservancy.
