From Naval Forces to Maritime Police:The Origin and Evolution of Changhuai Maritime Police in Anhui
The modern Changhuai Maritime Police was reorganized and established based on the Huaihe River Naval Forces in the late Qing Dynasty,formally formed during the Beiyang Government,and further developed during the Nanjing National Government.The transition from the Huaihe River Naval Forces to the Changhuai Maritime Police underwent significant evolution,specifically manifested in the systematization of organizational structures,the specialization of job functions,and the standardization of institutional creation.Throughout its evolution,one can observe the rapid changes in local institutions due to political turmoil,which is a manifestation and product of political changes.The evolution process also reflects severe contradictions and conflicts between local and central authorities,as well as among officials,soldiers,and civilians,due to issues such as interest disputes and power attribution.Constrained by the intertwined factors of political turmoil and multiple contradictions in the late Qing Dynasty and the Republic of China,although the Changhuai Maritime Police exhibited the modernization of police administration,it ultimately failed to achieve a complete transformation.
