海上溢油应急处置决策支持系统的研发与实现

基于元模型和多视图建模思想,制定了规范化场景构建体系,通过微服务的形式搭建 SOA 混合架构,研发了海上溢油应急处置决策支持系统.该系统以大数据平台、模型库、知识库、方法库、场景库为基础,实现了对海上溢油事件应急处置资源的集成和融合应用,提供溢油事故的接警、监测预警、应急指挥、智能方案生成和辅助决策功能,管理者可在该系统平台上对溢油事故进行快速应急处置及决策分析.解决了目前海上溢油应急处置过程中信息集成度低、决策手段主观、科学态势分析不足和处置系统效率不高的问题,能够提升我国应对海上突发事件的能力.
Development and Implementation of Emergency Response Decision Support System of Offshore Oil Spill
In this paper,a standardized scenario construction system is developed based on the ideas of meta-model and multi-view modeling,an SOA hybrid architecture is built by the form of micro-services,and the Emergency Response Decision Support System of Offshore Oil Spill is developed.Based on the big data platform,the model library,the knowledge library,the method library and the scenario library,this system achieves the integration and application of emergency response resources for offshore oil spill incidents,and provides functions in alarm reception,monitoring and early warning,emergency command,intelligent scheme generation and auxiliary decision-making for offshore oil spill accidents.With the help of the system,managers can quickly respond to offshore oil spill accidents and make decisions.In addition,the system could solve problems in the current emergency response process for offshore oil spills,such as low information integration,subjective decision-making methods,insufficient scientific situation analysis,and low efficiency of the response system,and improve the ability to respond to maritime emergencies in China.
