Discussion on Floods in Hedong Salt Pond in the 22th year of the Emperor Qianlong(1757)
The main types of disasters in Hedong Salt Pond include floods,droughts,earthquakes etc.By sorting out the historical materials related to the floods in Hedong Salt Pond in the 22th year of the Emperor Qianlong(1757),we analyzed the impact of floods on the salt pond and explored the ways in which people responded to the floods.The floods in Hedong Salt Pond resulted from three factors,which are the damage of some forbidden walls caused by Jiezhou villagers gathered to illegally excavate the nitrate soil dam,the abundant rainfall,and the inundation of Heihe river.The response measures of Qing government mainly include building weirs and cultivating small plot of land,continuing irrigation by using the existing brine in the Heihe river and sun-drying,and constructing the Heihe river.The flood impacts can be summarized as follows:Both the eastern and western pools of the Hedong Salt Pond were deeply affected by the flood;The insufficient production of new salt led to daily life difficulties for merchants and problems in attracting investment;To maintain the supply of salt ponds,some wells were dug for irrigating and sun-drying,the six small pond were developed,and the salt was purchased from Mongolian.The direct impact of this flood lasted for more than two years,leading to a decrease in salt production in Hedong and an increase in salt prices.The salt merchant had low enthusiasm for business,and the fiscal revenue of Qing government was decreasing.The indirect impact of this flood lasted for more than thirty years.Since then,the business development of salt merchants had been in decline.By the 57th year of the Emperor Qianlong(1792),it had to undergo a reform of transferring salt tax to land tax in Hedong Salt Pond.
