A Review of Research on Emergency Resource Scheduling
Emergency resource scheduling is an important part of ensuring emergency rescue after major disasters. The timely and effective emergency resource scheduling plays an important role in reducing the loss of life and property caused by disasters. In this paper,we define the connotation and classification of the emergency resources, and review the current research status of emergency resource scheduling models by domestic and foreign scholars in recent years from three aspects:phased scheduling,single-objective and multi-objective,and uncertain scheduling. The phased scheduling focuses on the division of time and space, reflecting the characteristic of emergency resource scheduling in different stage.Although the single-objective and multi-objective scheduling both focus on the selection of objectives and its weight, the focus of these two scheduling are different. The single-objective scheduling directly reflects the research objectives, which is simple, easy to understand and evaluate, and the multi-objective scheduling focuses on the balance of different objectives and could provide a comprehensive evaluation. The uncertainty scheduling focuses on how to represent the uncertain information in emergency rescue and improve the adaptability and robustness of the scheduling. The results show that further research on the comprehensiveness, intelligence and humanity of emergency resource scheduling will be more valuable to actual emergency work.On this basis,it is pointed out that the research trends in emergency resource scheduling from the perspective of resilient city are the application of new information technologies such as big data and cloud computing, and research on psychological perception of disaster-stricken people.
