全国地震区划与抗震设防管理平台的设计与实现

为了满足对全国地震区划参数及地震安全性评价等技术成果采集、查询、管理的需求,规范安全性评价成果数据集成格式,从业务化角度出发,建设了全国地震区划与抗震设防管理平台.平台集成全国地震安评、区评及小区划等成果数据,设置三级用户对成果进行收集、管理和运维,形成地震安评等相关项目的标准化、流程化的管理模板.此外,平台还提供对地震动参数查询及年度更新功能.围绕着平台的功能设计、业务流程、应用场景等内容,分别对不同业务模块进行了详细介绍.实现了地震安全性评价相关成果管理的程序化、规范化和数字化,可为进一步掌握全国抗震设防底数,以数据驱动智慧化管理提供技术支撑.
Design and Realization of National Seismic Zoning and Earthquake Fortification Management Platform
In order to meet the needs of the collection,query and management of technical achievements such as national seismic zoning parameters and seismic safety evaluation,and standardize the data integration format of safety evaluation,a National Seismic Zoning and Seismic Design Management Platform has been constructed.The platform not only integrates the result data of national seismic safety evaluation,regional seismic safety evaluation,and seismic microzonation,but also sets up three level of users to collect,manage and operate the data,forming a standardized and process-based management template for earthquake safety assessment and other related projects.In addition,the platform provides functions for querying ground motion parameters and updating them annually.Focusing on the functional design,business process,application scenarios and other contents of the platform,different business modules are also introduced in detail.In this way,the platform realized the proceduralization,standardization and digitization of the management of seismic safety evaluation related achievements,which could provide the technical support for further grasping the national seismic fortification base and data-driven intelligent management.
