The systematic code constructs a closed conceptual system by extracting common fac-tors,achieving the requirements of systematicity and completeness of the code.The gap between the closed conceptual system of the systematic code and daily life is expanding with the rapid develop-ment of industrial society,economy and society.The conflicts between formal rationality and substan-tive rationality are becoming increasingly apparent,and the existing conceptual system is facing"de-codification".However,an open compilatory code cannot achieve the integrity of system.There-fore,the search for a third model of the code is an inevitable choice for the current codification in China.A functional code model with a functional value system as its core and corresponding concep-tual systematization can meet the triple requirements of openness,systematization,and completeness in contemporary codification.
