The close connection between the"1954 Constitution"and the current Constitution in terms of internal spirit,text structure,state institutions and implementation mechanism,shows us the historical development process of socialist rule of law from start to mature.The current Constitution inherits the spiritual essence of the"1954 Constitution"as People's Constitution,inherits and im-proves the system of state power,optimizes the system of citizens'basic rights and obligations,and innovates the idea and mechanism for the full implementation of the Constitution.The stable and ef-fective operation of the current Constitution shows the reality that all work of the state has gradually moved towards the rule of law since the reform and opening-up.To carry forward the past and open up the future,we should continue to improve our ability of rule by the Constitution and Constitution-based governance,accelerate the improvement of the socialist system of laws with Chinese character-istics underpinned by the Constitution,improve the institutional system to ensure the full implementa-tion of the Constitution,and continue to write a new chapter of constitutional practice in a new era.
