The concept of"Fali"is deeply rooted in the soil of fine traditional Chinese culture.The concept of"Li"in Chinese traditional culture of law is the"embryo"of the concept of"Fali".From the perspective of linguistic symbols in legal culture,through analyzing and exploring the pho-netic symbols,semantic symbols,and cognate characters of"Li",it is found that the predecessor of"Li"is"Tao".During the pre-Qin period,it underwent a transformation from"Tao"to"Li",and the concept of"Li"transformed from"Tao"was divided into three dimensions:reason,human sentiment,and governance.Only those related to law in these three dimensions are called"Fali".The connotation of"adjudicating lawsuits in line with the spirit of The Spring and Autumn Annals"is the externalization of"the principles of law"at the judicial level,while the concept of"Li"in"Comments on Code of Tang Dynasty"is the embodiment of"the principles of law"in written law.The"reason"dimension of the concept of"Fali"includes the"Principles of Heaven"in ancient Chinese legislation,as well as what the people call"reasoning".The"human sentiment"dimen-sion of the concept of"Fali"can be divided into the positive Confucianism that"law should conform to human emotions"and the negative Legalism that"law should prohibit the selfishness".The em-phasis on"reason"and"human sentiment"is fundamentally aimed at achieving a stateof"govern-ance".
