Construction of Scientific and Technological Innovation System of Public Security Traffic Management
To cope with the new increasingly complex situations and demands in road traffic management,public security traffic management departments urgently need to enhance their combat capabilities rapidly through scientific and technological innovation.A scientific and well-developed innovation system is an important basis for promoting the development of scientific and technological innovation.Four develop-ment stages of the scientific and technological innovation system of public security traffic management are elucidated and the existing problems in scientific and technological innovation of public security traffic management are also analyzed.Based on this,the fundamental framework of scientific and technological innovation of public security traffic management is proposed,which consists of four elements:innovation environment,innovation subjects,innovation infrastructure and innovation resources.The framework en-compasses four essential functions:knowledge innovation,technological innovation and others.The fun-damental mechanisms ensuring the operation of the system are also discussed from five aspects,such as decision-making guidance and organizational support.Furthermore,the top ten research directions for fu-ture technological innovation in various business domains are distilled and summarized by using methods such as investigation,literature research and expert interviews.The research results will provide a refer-ence for high-quality development of scientific and technological innovation in traffic management of pub-lic security.
