摘要
大数据时代,通过声纹鉴定形成语音证据完成身份认定成为电信诈骗治理的有力武器.针对电信网络诈骗集团化和非接触性等特点,提出运用声纹鉴定技术解决电信诈骗身份识别难的思路、鉴定流程和方法.将此类案件鉴定任务凝练为准备阶段、检验阶段和鉴定文书编制3个阶段,接着提炼了电信诈骗案件声纹鉴定流程及详细任务,然后研究了初步检验、听辨分析、声谱分析、综合评判和鉴定意见等流程中的难点并提出了解决办法,为声纹鉴定在电信诈骗治理中深入应用提供支撑.
Abstract
In the era of big data,voiceprint identification has become a powerful tool for identifying indi-viduals to combat telecom fraud.In view of the characteristics of telecom network fraud including collec-tivization and non-contact,the idea,identification process,and methods of using voiceprint identification technology are proposed to solve the challenges of identity recognition in telecom network fraud.The i-dentification tasks in such cases are condensed into three stages:preparation,examination,and the draft-ing of identification documents.Moreover,the voiceprint identification process and detailed tasks in tele-com network fraud are refined.The difficulties in the stages of preliminary examination,auditory analy-sis,spectrographic analysis,comprehensive assessment,and forming identification opinions are explored,and the corresponding solutions are also given,which provides support for the in-depth application of voiceprint identification in telecom fraud management.
